There are several reasons why a casino can withheld money won and just as you already mentioned, one of the common reasons is age because the moment a casino finds out that a gambler is underaged, I think winnings in this instance are mostly withheld and secondly is playing from a restricted country even when the casino makes it obvious that his king VPN is prohibited and in general, a casino can withheld a winning if they think the winning is suspicious and it might be released after proves are made but it’s also worth knowing that, the T&C of casinos are made to favour them which gives them more edge in crisis situations
